Opis exco Selangor diserbu lagi oleh SPRM era Najib

kemaskini 4.12pm Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) tiba di pejabat exco kerajaan Selangor, Rodziah Ismail, sekarang untuk menyiasat isu peruntukan DUN yang dibelanjakannya.

Lima pegawai suruhanjaya itu sedang menunggu di pejabat wakil rakyat PKR bagi Batu Tiga sejak 2.45 petang tadi tetapi dihalang pembantu sementara menunggu ketibaan Rodziah yang sedang berada dalam mesyuarat exco.

Beberapa peguam sedang berunding dengan kumpulan pegawai SPRM tersebut di bangunan sekretariat kerajaan Selangor di Shah Alam.

Pegawai-pegawai itu meninggalkan pejabat exco berkenaan pada jam 3.55 petang tadi selepas perundingan tersebut.


Serbuan ini kali kedua dibuat terhadap pemimpin Pakatan Rakyat di bangunan sekretariat negeri itu selepas siasatan di pejabat Ean Yong Hian Wah, 15 Julai lalu.

Siasatan ini dipercayai susulan aduan Gerakan Rakyat dan Anti Korupsi Malaysia (Gerak) pada 30 Julai lalu.

Dakwaan itu membabitkan penyalahgunaan peruntukan kerajaan negeri di kawasan seorang wakil rakyat, yang tidak dinamakan, berjumlah RM375,000.

Satu dokumen 17 halaman itu diserahkan oleh Pengerusi Gerak, Mohd Nazree Mohd Yunos kepada pegawai penyiasat SPRM di pejabat suruhanjaya itu di Shah Alam.

Tuntut RM10 juta dari KDN, polis

KUALA LUMPUR, 5 Ogos (Hrkh) - Sebarang kerugian para peniaga di ibu kota, Sabtu lalu mestilah dituntut daripada pihak Kementerian Dalam Negeri dan polis kerana mengarahkan premis-premis perniagaan ditutup, di samping mencetuskan suasana huru-hara dengan tangkapan rambang serta tindakan ganas dalam menyuraikan perhimpunan aman ISA itu.


Pihak Gerakan Mansuhkan ISA (GMI), telah memberi jaminan bahawa himpunan akan berlangsung secara aman dan memastikan para peserta tidak mengganggu dan melakukan tindakan salah sehingga menyusahkan orang awam namun keadaan bertukar kelam-kabut akibat tindakan pihak polis dan larangan KDN.

Demikian dinyatakan Bendahari PAS Pusat Dr Hatta Ramli ketika diminta mengulas berhubung tuntutan RM10 juta oleh 1,000 peniaga yang mendakwa mengalami kerugian akibat demonstrasi tempoh hari.

"Jika polis dan KDN benarkan kita berhimpun secara aman, pasti Kuala Lumpur tidak lumpuh 1 Ogos lalu dan tidak timbul suasana kecoh atau peniaga rugi.

"Sehingga kini, tidak kedengaran ada laporan rompakan, ceroboh, mencuri atau barangan dirampas daripada peniaga pada hari himpunan itu. Yang ada ialah peniaga rugi kerana polis mengarahkan perniagaan kedai-kedai ditutup.

"Selain itu orang ramai, pengguna dan pelanggan bertempiaran lari bukan suka-suka tetapi ditembak gas pemedih mata dan diasak ganas polis, jadi sebarang kerugian sila tuntut kepada polis dan KDN," katanya ketika dhubungi Harakahdaily sebentar tadi.

Sementera, itu beliau menjelaskan bahawa terdapat maklumt yang diterima mana-mana para peniaga yang 'berani' membuka kedai, mereka mendapat keuntungan lumayan, kerana jumlah peserta yang berhimpun amat ramai sekaligus menjadi pengguna dan pembeli pada hari tersebut.

Perkara ini turut diakui oleh Pensyarah Media Universiti Malaya,Dr Abu Hasan Hasbullah dalam sebuah laporan yang menyatakan bahawa para peniaga mendapat keuntungan berlipat ganda hasil himpunan aman besar-besaran Sabtu lalu.

Dalam masa yang sama, Dr Hatta menggesa pihak Lembaga Hasil Dalam Negeri (LHDN) menyiasat taksiran kerugian dan keuntungan yang diperolehi oleh peniaga yang dibimbangi dimanipulasi dan diada-adakan oleh pihak-pihak tertentu.

"Angkanya juga dicurigai. Jika sebuah pasaraya kerugian RM300,000 selama 2 jam, berapakah untung yang diperolehi jika ianya beroperasi selama 12 jam, tentunya RM 1.8 juta...jadi LHDN sila siasat jumlah ini. Jika benar tuntut kepada pihak polis dan KDN," katanya yang turut dikasari pihak polis pada hari tersebut.

Beliau, juga tidak terkejut apabila Pemuda Umno cuba menjadi 'hero' untuk mewakili para peniaga membuat tuntutan kepada pihak penganjur yang menunggu masa untuk menjejaskan imej GMI, NGO dan Pakatan Rakyat yang menentang akta zalim ISA itu.

"Kita sentiasa bersedia, jika ada tuntutan undang-undang, kita akan berhujah dan bertemu di mahkamah," katanya mengakhiri perbualan.

Semalam tiga persatuan peniaga di Jalan Masjid India di sini menuntut ganti rugi RM10 juta daripada penganjur perhimpunan Akta Keselamatan Dalam Negeri (ISA) pada Sabtu lepas.

Persatuan terbabit ialah Persatuan Peniaga Bumiputera Wilayah Persekutuan, Persatuan Penjaja dan Pekedai Bumiputera Wilayah Persekutuan dan Persatuan Peniaga dan Penjaja Lorong Tuanku Abdul Rahman (LTAR).

Pengerusi Persatuan Peniaga Bumiputera Wilayah Persekutuan, Rosli Sulaiman berkata, ketiga-tiga persatuan peniaga bersetuju untuk mengemukakan tuntutan saman sebanyak RM10 juta yang melibatkan 1,000 orang peniaga.

MACC chief gets death threat linked to Teoh’s death

KUALA LUMPUR, Aug 5 — Top anti-graft buster Datuk Seri Ahmad Said Hamdan was threatened with being shot to death in a letter received on July 24 from unknown persons seeking revenge for the mysterious death of political aide Teoh Beng Hock, the Malaysian Anti-Corruption Commission (MACC) said yesterday.

News of the threat came in tandem with strong sentiment among top brass in MACC that the Najib administration is not supportive enough of the agency, with some displeased that the government acceded to a royal commission to investigate its methods.

There is also a growing view that MACC deputy chief commissioner Datuk Abu Kassim Mohamed is more qualified to lead the national anti-graft body than Ahmad Said, who is now under tight protection due to the death threat.

The threat to the MACC chief commissioner was contained in a letter addressed to the commission's Selangor head office in Plaza Masalam, where Teoh was found dead on July 16 after 10 hours of questioning as a witness in alleged abuse of state funds.


Selangor MACC director Jaafar Mahad said the writer not only threatened Ahmad Said's life but also linked his family and the rest of the commission staff to the case.

"The handwritten letter used foul language to express anger towards Ahmad Said, his family and MACC officials following Teoh's death. A police report was made at the Shah Alam police district headquarters a few days after the letter was received," Jaafar was quoted as saying by the Malay-language Berita Harian newspaper.

In the letter, the writer blamed Ahmad Said and the MACC for the 30-year-old political secretary's death and threatened to shoot them while scolding them repeatedly and expressing dissatisfaction that the MACC had not investigated Barisan Nasional leaders but only focused on DAP politicians.

Teoh's death is the subject of an on-going inquest with the findings to be part of a royal commission of inquiry into the investigation methods of the MACC, which assumed the former Anti-Corruption Agency's (ACA) duties on Jan 1. Ahmad Said was the ACA director-general who then became MACC chief commissioner.

Ahmad Said told Berita Harian that the threats are part of the risks in carrying out duties for the country.

"All MACC officers and staff have been advised to be careful and be prepared to handle any eventuality without being pressured or lose focus because of the threat. Instead, they should carry out their duties while taking care of their personal safety," he said.

Commenting on a video clip on the Internet that purportedly showing a man being beaten up by uniformed officers linked to the MACC, Ahmad Said denied his men were involved, saying it looked more like an office in a supermarket.

He said the MACC condemned such action and hoped the police would investigate thoroughly, hoping people would not be influenced by allegations that smear enforcement agencies.

In an unprecedented move, the High Court awarded RM2.5mil in damages to an ex-ISA detainee for having been unlawfully arrested, detained and beaten up while in police custody in 1998.

High Court Judge Hishamudin Mohd Yunus granted the award after ruling that Abdul Malek Hussin had succeeded in suing former Inspector-General of Police Tan Sri Abdul Rahim Noor, a police officer and the Government for the misdeeds done to him during the detention.

“The behaviour of the defendants is inhumane, cruel and despicable, as the plaintiff was not just arrested and detained unlawfully for 57 days but was also subjected to a vile assault, unspeakable humiliation, prolonged physical and mental ill-treatment,” the judge said in his judgment yesterday.

He added that the arrest and detention were unlawful because Abdul Malek was not told of what he had done or intended to do that would pose a threat to national security.

Apart from ruling that the arrest and detention smacked of mala fide, the judge also said they were done for political purposes rather than for the sake of national security.

The case is the first where a former ISA detainee has won millions in damages.

In 1996, a former ISA detainee, Guracharan Singh, won his case for unlawful detention but was awarded nominal damages of RM1.

Yesterday, when Justice Hishamudin spoke of the inhumane acts, he was referring to Abdul Malek’s account of how Special Branch police officer Asst Supt Borhan Daud had slapped him thrice during the arrest at 10pm on Sept 25, 1998, blindfolded him and taken him to the police contingent headquarters here.

At the headquarters, Abdul Malek had told the court, he continued to be blindfolded and was led into an air-conditioned room before being stripped naked, verbally abused, hit in the face and body as well as having urine-like liquid poured into his mouth which was forced open.

He had testified that he knew Abdul Rahim was one of those who assaulted him in that room because at one point his blindfold slipped and he was able to see his assailants.

Justice Hishamudin said the practice of torture of any kind was to be detested.

“The Special Branch Department must not only be neutral but must also be seen to be neutral and non-partisan. It must be above politics,” he said when awarding RM1mil in exemplary damages.

“The despicable conduct of the then IGP was shameful and a disgrace. He showed an extremely bad example to the thousands of men under his charge,” he said.

The judge stressed that the award of exemplary damages was necessary to show “the abhorrence of the court of the gross abuse of an awesome power under the Internal Security Act.”

“Any gross abuse of this power, therefore, must be visited with an award of exemplary damages to ensure that the extent of abuse is kept to the most minimal, if not eliminated completely.

“The practice of torturing detainees by the police can never and should never be condoned by the courts. The court must show its utmost disapproval,” said Justice Hishamudin.

He said he believed Abdul Malek's story rather than that of the police officers because there were glaring discrepancies, as if it was “being concocted to present some kind of chronology of events” to cover up what had happened in the first four hours of Abdul Malek's detention.

Apart from the exemplary damages, the judge also awarded general damages of RM1mil and RM500,000 for false imprisonment and the assault and ill-treatment, respectively.

Abdul Malek, 51, is now the chairman of a non-governmental organisation called Malaysians For Free and Fair Elections.

Dissent is democracy’s twin

THE Internal Security Act (ISA) is defended as a necessary evil for containing potential threats to national security. Under that broad objective, however, a whole range of civil liberties have been compromised ever since the law was promulgated in the early 1960s to contain the threat of communist terrorism.

Over the decades, the long list of ISA detainees have included opposition politicians, academicians, trade unionists, women’s rights leaders, environmental activists, social reformers and members of religious groups, among others. How these dissidents can be considered threats to national security is a question that has been posed time and time again, without being satisfactorily answered.

However, the scope for challenging the use of the ISA has been extremely constrained, since the police are empowered to detain anyone on the mere suspicion that he or she may be a threat to national security, the maintenance of essential services or to economic activity, as stated in Section 73(1) of the Act. Moreover, the minister is empowered to extend the detention order for up to two years, and in effect, indefinitely, without judicial review.

Last Thursday, a ray of hope emerged with the High Court decision to award RM2.5 million to former ISA detainee Abdul Malek Hussin for his detention for 57 days in 1998. Justice Mohd Hishamudin Mohd Yunus found that Abdul Malek’s arrest was unlawful because he was never told the grounds for his arrest, a right protected under Article 5(3) of the Federal Constitution. Furthermore, the judge found that Abdul Malek’s claim that he was never interrogated concerning any planned or actual violent act had been unchallenged. This made the use of the ISA unlawful, the judge said.

This judicial finding creates the space for peaceful dissent without fear of a reprisal from the state, a fundamental liberty that is the hallmark of developed democracies. It is time to recognise that the freedom to exercise basic human rights is integral to a maturing democratic tradition. And not until the people are free to express their views within the limits of a wholesome social order will we qualify to take our place among the nations whose opinions matter to the rest of the world.

Ahmadinejad receives Ayatollah's blessing

Ayatollah Ali Khamenei, Iran's supreme leader, has officially endorsed Mahmoud Ahmadinejad as the winner of the country's June presidential election.


Iran's Supreme Leader gave his blessing to a second term for President Mahmoud Ahmadinejad on Monday with a defiant endorsement of hardline policies in the face of domestic and international opposition.

Ayatollah Ali Khamenei presided over a ceremony to affirm Mr Ahmadinejad's landslide victory in the June 12 election. While he praised the controversial politician, the event also served as a display of the divisions within the political elite.

Mir-Hossein Mousavi, the main challenger in the election, boycotted the blessing, as did the former presidents Mohammad Khatami and Hashemi Rafsanjani.

Ayatollah Khamenei praised Mr Ahmadinejad as "courageous" and hard-working as he criticised the regime's "enemies". "The enemies should not think that they can bring the Islamic republic to its knees by such small deeds," he said. "They should face up to the facts in Iran."

But Iran's official news agency highlighted Mr Ahmadinejad's enfeebled political position by reporting that he was rebuffed by Ayatollah Khamenei as he tried to embrace the cleric. "Just like four years ago Ahmadinejad wanted to kiss his hand, but the leader prevented him from doing so," IRNA said. "So then he [Ahmadinejad] asked that he be allowed to kiss the leader's shoulder and the request was granted by the leader with a smile."

Mr Ahmadinejad attacked Western powers as "selfish and meddlesome". A formal inauguration by parliament tomorrow will put Iran's relations with the world back in focus. Its domestic political turmoil has overshadowed international efforts to prevent it developing a nuclear device.

The West backed away from confrontation with the Iranian leadership over its nuclear ambitions in the run-up to the presidential election to avoid appearing to interfere.

However, Iran is likely to attain the capacity to manufacture nuclear weapons within Mr Ahmadinejad's new four-year term. It was reported yesterday that its scientists had mastered complex engineering challenges over a detonation mechanism for a device.

President Barack Obama has hinted that he will leave a window for the new government to respond positively to his offer of talks.

Western diplomats are pursuing a dual-track approach – promising to talk directly to the regime while preparing tough new sanctions that would be a "step beyond" the current trade and financial measures. In particular, Iran's dependence on imports of refined oil products, such as petroleum, would be targeted.

Tokoh politik Dr Syed Hussin Ali menyatakan rasa kesal dengan nada perkauman melampau akhbar pro-kerajaan Utusan Malaysia.

Beliau menyifatkan Utusan kini terputus dari tradisi progresif suatu masa dahulu dan sudah tidak relevan hari ini.

Sambil menyifatkan akhbar bertaraf lidah rasmi kerajaan itu bersalah kerana menyelewengkan fakta mengikut telunjuk segelintir ahli politik yang mahu mempertahankan kuasa masing-masing.

"Utusan sekarang ni maaf cakaplah bukan sahaja alat tapi barua paling tidak beretika yang bertungkus lumus buat apa sahaja untuk mempertahankan segelintir orang yang berkuasa dari segi politik dan ekonomi," ujar Syed Hussin.

“Sekarang nie banyak suara rakyat banyak ditenggelamkan oleh suara akhbar milik kerajaan. utusan bukan sahaja menenggelamkan fikiran rakyat tapi tidak mahu nyatakan fakta- fakta bahkan lebih terus lagi mereka menyelewengkan cerita- cerita untuk menyembunyikan fikiran rakyat yang sebenarnya,“ tambahnya lagi.

Semalam Utusan dengan angkuhnya menyiarkan kenyataan Timbalan Perdana Menteri Muhyiddin Yassin yang lantang menggelar Ketua Pembangkang Datuk Seri Anwar Ibrahim sebagai pengkhianat terbesar perjuangan orang melayu dan pemimpin lidah bercabang yang memutar belitkan fakta untuk manafaat politik semata- mata.

Namun, Muhyiddin bagai terlupa kenyataanya itu juga bersifat perkauman yang boleh menyuburkan tunas ketidakselesaan kaum lain dinegara ini.

"Itu bukan sahaja bersifat perkauman tetapi bersifat fitnah. Pengkhianat bangsa yang sebenarnya ialah beberapa kerat pemimpin- pemimpin besar yang rakus yang korup yang benarkan kekayaan negara negara dirompak begitu terangan- terangan, yang benarkan kroni- kroni mereka kaya dan benarkan korupsi yang besar misalnya RM 500 juta dalam pembelian kapal selam dan pembelian kapal perang sukoi," katanya.

"Pengkhianat yang paling besar sekarang ini ialah yang melakukan rasuah besar- besar. Orang politik yang kononnya mahu menolong kaum melayu tetapi hanya mengkayakan segelintir kroni- kroninya," Syed Hussin menambah.

Dr Syed Husin, yang berkecimpung dalam dunia politik berkata akhbar 70 tahun itu kini sudah berubah dan tidak lagi mendokong aspirasi bangsa Melayu negara ini.

Walaupun masyarakat Melayu beramai-ramai menyokong Pakatan Rakyat, namun Utusan terus-menerus memusuhi majoriti ini.

"Sebenarnya utusan dulu dengan sekarang tak usah dibanding. Utusan dulu merupakan wadah untuk memperjuangkan pertama sekali kemerdekaan, keduanya keadilan sosial dan yang ketiganya kebajikan untuk rakyat. Sekarang ini semua itu habis dilempar kedalam laut. Kerana Utusan sekarang ini sudah menjadi alat dan badan suruhan kepada UMNO tetapi bukan seluruh UMNO, sebab bukan semua jahat. Sebaliknya menjadi alat kepada mereka yang berkuasa yang rakus membolot kekayaan negara ini," kata Syed.

"Utusan menjadi pejuang untuk rakyat dan menjadi saluran terutama sekali untuk perkembangan kebudayaan, bahasa, sastera tapi sekarang ini peranannya sudah hampir tak ada lagi selepas mogok Utusan dan seterusnya diambil alih oleh UMNO. Dan sekarang ini bertambah buruk sebab dia tidak segan dan tidak silu jalankan dasar mengeluarkan tulisan- tulisan yang sebenarnya tidak ada nilai dari segi kewartawanan dan tidak ada nilai dari segi etika," katanya lagi.

Pada 15 April lalu Utusan menyeru agar bangsa Melayu bersatu untuk ‘berhadapan dengan bangsa lain”. Pengamal politik mempertikaikan apakah rasional Utusan mengeluarkan berita yang tebal sentimen perkaumannya.

Sebagai lidah berpengaruh di Negara ini, Utusan sepatutnya bertanggungjawab untuk mengajak rakyat agar keluar daripada kepompong perkauman, sejajar dengan konsep “Satu Malaysia” yang digagaskan oleh Perdana Menteri Najib Razak.

Tetapi apa yang mendukacitakan ialah dalam keadaan Malaysia hampir menjangkau 52 tahun kemerdekaan, akhbar masih lagi memainkan polemik perkauman sempit sebagai modal politik murahan.

"Utusan sekarang ini gunakan perkauman untuk dapatkan sokongan orang melayu supaya mereka dapat jalankan segala kerakusan dan merugikan rakyat," sinis Syed Hussin lagi.

Bernada sinis, Syed Hussin yang juga naib presiden parti keadilan rakyat itu berpendapat akhbar ini sudah tidak ada tempat di hati masyarakat malaysia.

“Tak tahulah nak sedih ke nak ketawa nak kecewa, dia bercampur- campur. Akhbar seperti ini sepatutnya tidak diberikan peluang lagi untuk berperanan,” ujarnya.

Sukar Untuk Tidak Menolak Kenyataan ‘Polis Tidak Pukul Orang Di Balai’


Hari ini saya terbaca berita dalam akhbar yang bertajuk ‘Polis Nafi Lelaki Dipukul Di Balai’ seperti yang saya paparkan dibawah;

KUALA LUMPUR: Polis hari ini menafikan klip video yang tersiar dalam internet menunjukkan seorang lelaki dipukul dirakam dalam sebuah balai polis.

Pengarah Jabatan Siasatan Jenayah, Datuk Seri Mohd Bakri Zinin, berkata uniform yang dipakai oleh beberapa orang dalam klip video itu bukannya uniform polis.

”Untuk mengandaikan bahawa seorang suspek dipukul dalam tahanan polis adalah spekulasi semata-mata,” katanya dalam satu kenyataan.

Mohd Bakri berkata, polis sedang mengambil langkah-langkah positif untuk memastikan tidak berlaku salah guna kuasa terhadap tahanan, dan satu daripada tindakan yang diambil ialah mengubah suai bilik soal siasat dengan memasang kamera bagi merakam sesi soal siasat.

Mohd Bakri berkata, polis sedang mengambil langkah-langkah positif untuk memastikan tidak berlaku salah guna kuasa terhadap tahanan, dan satu daripada tindakan yang diambil ialah mengubah suai bilik soal siasat dengan memasang kamera bagi merakam sesi soal siasat.

”Selain memastikan hak suspek tidak dicabuli, rakaman itu akan membantu melindungi pegawai polis jika berlaku dakwaan palsu mengenai salah guna kuasa,” katanya.

Mohd Bakri berkata, Ketua Polis Negara dan Jabatan Siasatan Jenayah tidak membenarkan suspek dikasari semasa dalam tahanan.

Beliau berkata, pelbagai arahan telah dikeluarkan supaya suspek dilayan dengan baik dan hak mereka tidak diketepikan semasa dalam tahanan.

”Pegawai atau anggota polis yang melanggar arahan ini akan dikenakan tindakan mengikut undang-undang,” katanya. – Bernama


Video yang dimaksudkan oleh Mohd Bakri sudah lama beredar di alam Internet, cuma ramai yang tidak menyedarinya.

Sebelum saya melayarinya melalui You Tube, saya juga pernah menerima hantaran video tersebut melalui e-mel, sejurus selepas kes kematian misteri Teoh Beng Hock.

Sebelum ini, kita semua telah dikejutkan dengan peristiwa Kugan yang mati dalam tahanan polis.

Walaupun sudah ramai yang mati dengan misteri, pihak berkuasa terus menafikan anggota mereka bertindak ‘ganas dan kejam’ terhadap orang ramai yang menjadi tahanan mereka.

Kisah-kisah terbaru cerita ‘polis pukul orang’ ini mengingatkan saya kepada Pak Baha, seorang bekas mata-mata gelap yang bersama PAS selepas pencen.

Kami pernah menghadiri beberapa program dan aktiviti PAS bersama, termasuk hadir dalam proses penamaan calon pilihanraya kecil Teluk Pasu pada tahun 1989.
Kaki Pak Baha mengalami masalah kudis yang berpanjangan, sejak beliau pencen dari polis.

Beliau selalu mengeluh, dan apabila ditanya beliau berkata, inilah dosa-dosanya yang silam.

Beliau telah menceritakan kepada saya, bagaimana tugasnya sebagai polis ‘khas’ yang berpejabat di jalan Bandar Kuala Lumpur.

Setiap hari, katanya, pasti ada orang yang ditangkap dan dibawa ke pejabat khusus beliau, sebuah rumah, berhampiran Jalan Bandar.

”Apabila masuk ke pejabat, nampak saja ada orang kena tangkap, tendang dulu, kemudian baru buat kerja lain,”kata-katanya yang masih saya ingati.

”Sebab itulah mungkin kudis aku ni tak baik-baik,”keluhnya.

Berdasarkan cerita Pak Baha, amat susah untuk saya percayai bahawa polis tidak memukul orang yang ditahan.

Dan setelah melihat klip video yang dimaksudkan oleh Mohd Bakri Zinin, saya ulangi dan dengar betul-betul cara bercakap dan slanga yang digunakan.

Saya perhatikan serta pakaian putih polis trafik yang kelihatan, dan tindak tanduk keegoan karektor dalam video klip tersebut, adalah tidak sukar untuk saya menolak kenyataan ‘polis tidak pukul orang dibalai’.

Sukar bagi saya untuk tidak menolak kenyataan Bakri Zinin bahawa “Ketua Polis Negara dan Jabatan Siasatan Jenayah tidak membenarkan suspek dikasari semasa dalam tahanan” adalah hanya sejarah kerana seorang Ketua Polis Negara pernah memukul seorang tahanan dalam kawalannya pada tahun pada tahun 1998 !
